The meeting took place with a quorum as provided under MITSC Bylaw I.F.
The Commission reversed the order of agenda items IV. MITSC research project and V. MITSC grant application to the Elmina B. Sewall Foundation.
Jamie Bissonette Lewey asked John Dieffenbacher-Krall to review the proposed budget for FY 2016. The budget projects the Commission receiving $124,276 with $86,000 of that amount reserved for the MITSC research project into the creation of the Maine Indian Claims Settlement Act (MICSA). Total unrestricted income for FY 2016 equals $38,276. The draft budget projects $55,581 in unrestricted expenses leaving a deficit of -$17,305. A balance of $13,619 from FY 2015 and previous balances from prior fiscal years totaling $6,430 amount to a final balance of $2,744.
John Banks moved to approve the FY 2016 budget as presented. Joan Nass seconded the motion. It passed unanimously.
John Dieffenbacher-Krall reported on an opportunity for the Commission to apply for funding from the Elmina B. Sewall Foundation under its Healthy People Healthy Places grant making program. Dick Gould moved that the Commission proceed with a grant application to the Elimina B. Sewall Foundation. John Banks seconded the motion. The motion was approved with Roy Partridge abstaining from the vote.
